The Emergency Management team respectfully requests consideration and approval to enter into a contract with Everbridge, Inc. for the procurement and implementation of a comprehensive mass emergency communication system. This system will enhance our ability to rapidly disseminate critical information to residents, staff, and stakeholders during emergencies, strengthening public safety and response efforts across the community. The total cost of the contract is $120,701.70, structured over a three-year term at an annual cost of $40,233.90. Funding for this initiative has been identified and is included within the approved budget.

2026-25262. Consideration and Authorization to execute a Memorandum of Understanding with Hidalgo County - Urban County Program for the development of the 2028-2032 Five-Year Consolidated Plan and Strategy for funds from the U.S. Department of Housing and Urban Development (HUD/CDBG). ¶
The next 5-Year Consolidated Plan and Strategy (ConPlan) for the use of U.S. Department of Housing and Urban Development (HUD) awarded funds, including Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grants (ESG), must be composed and remitted August 2027. Approval of this Memorandum of Understanding would engage Hidalgo County – Urban County Program, and the entitlement communities of Edinburg and Mission as participants for the development of this ConPlan.
