As part of the ongoing review of library policies, staff recommended updates to this document previously updated in 2018. Once staff input was completed, it was sent to legal for review. The Library Advisory Board had a request for clarification in one area.

A playground and other park amenities were promised by the home developer on the park site off of Yampa Trl. and Ridge View Dr. as far back as 2000. The City of Watauga enhanced the site's development in 2025 with drainage improvements, increasing usable space to accommodate a trail and playground, among other possible amenities. Staff contacted approved BuyBoard vendors to request playground designs for a new installation. Staff presented proposals from 2 different playground manufacturers to the Parks Advisory Board on April 7, 2026. 2026-137. Discuss and consider action to approve an ordinance to amend Section 12 - 16 ("Health") and 12 - 42 ("Utilities") to add and impose an additional collection fee of 30% for delinquent accounts and charges to defray costs of collection. ¶
The City provides a wide range of essential services, including emergency medical response and utility services, for which fees are assessed to recover operational costs. While the City has existing penalties for late payments, accounts that become significantly delinquent and are referred to third-party collection agencies generate additional administrative and contractual costs that are not presently recovered. The proposed ordinance amends Chapter 12 of the Code of Ordinances to authorize the assessment of a 30% collection fee on accounts that are more than 30 days delinquent and referred to a collection agency. The Department of Housing and Urban Development (HUD) annually appropriates funds to entitlement communities through the HOME Investment Partnership Block Grant (HOME) program. Tarrant County receives HOME funds and is availing these funds to cities who wish to assist their citizens with homeowner rehabilitation. Funds are to be used for the development of safe and decent housing by providing homeowner-occupied single-family rehabilitation. The program is managed by the Tarrant County Community Development (TCCD) office and funds are directly invested into the home being rehabilitated. Per the current City of Watauga – Personnel, Administration and Financial Policies and Procedures Manual, Article 13 Finance, Section 13.05 Surplus Asset Disposal last revised on April 23, 2018, the Public Works Director will recommend real property for the City Council to review before it is declared surplus. The last update of the Council Rules of Procedure and Code of Conduct Manual was approved on 2.13.2023. The changes being suggested are Sec. 2, updating the charter date; 3.5, updating the section to comply with the state law changing 72 hours to 3 business days for posting the agenda and adjusting the timeline for agenda items due dates. The Fiscal Year 2025-26 approved Budget provides $120,000 in funding for the Dump Truck. The Fleet Division of the Public Works Department obtained quotes for the Dump Truck from Premier Truck Group utilizing the Sourcewell Contract #032824-DAI for the amount of $141,677.60. The shortfall in funding will come from the Storm Water Fund and be used to cover the shortfall, upfit the vehicles with logos, lights, and other miscellaneous items for one Freightliner M2106 Plus Dump Truck. The Quarterly Investment Report for the period ending March 31, 2026, is attached for Council review and approval. The City is required to comply with Chapter 2256 of the Government Code, otherwise known as the Public Funds Investment Act (PFIA). Provisions of that act require reporting, at a minimum, on a quarterly basis.
