The purpose of this proclamation is to formally observe May 5, 2026, as Employee Recognition Day. This proclamation is to raise awareness of the services the County provides to its citizens and the dedicated employees who provide these services. There are over 575 employees who reached milestones of 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50 years of service in 2025. Employees will convene at Commissioners Court on May 5, 2026, when Travis County honors its most tenured employees who, through their dedicated service, have achieved milestones of 25, 30, 35, 40, 45 and 50 years of service over the last 12 months, by awarding certificates of recognition. This is the 33nd year that Travis County has honored employees in this manner.

HRMD is recruiting candidates to fill the County Executive, Technology and Operations position. Panel interviews were held on 3/4/2026 and 3/5/2026 with the Court’s previously approved candidates. HRMD provided feedback from those interviews. The Court selected the final candidates to be interviewed by the Court on 3/24/2026. All candidate information was provided to the court in advance of the session.

HRMD staff will provide an update on the status of the IJPA County Executive Recruitment.

As per LGC 115.021, claims that have been audited and approved by Travis County Auditor staff must also be approved by the Commissioners Court prior to their release. See attached summary information of claims needing Commissioners Court approval. Detailed claims information may be obtained from Travis County Auditor staff.

This contract will provide funding for the Transforming ATX program which supports the economic stability of childcare and out-of-school time providers by increasing program quality and capacity, influencing long-term organizational sustainability, and stimulating, developing, and retaining the supply of childcare and out-of-school time providers in Travis County Pursuant to Texas Local Government Code 262.024, any work performed under a contract for community and economic development made by a County under Section 381.004 is exempt from the requirement established by Section 262.023 if the Commissioners Court by order grants the exemption. The services under these contracts will provide programs for the Travis County Health and Human Services department, such as after-school programs and summer programs, a part of the Raising Travis County voter-approved initiative expanding access to affordable, high-quality child care and out-of-school time programs for families in Travis County. RFS No. 144-JL was issued on December 2, 2025. A total of 516 vendors viewed the solicitation, and 28 responses were received on January 12, 2026. Three (3) responses were deemed non-responsive due to not submitting the required solicitation documentation. The Evaluation Committee evaluated twenty-five (25) responses, and negotiated with twelve (12) respondents. One (1) respondent declined the offer to contract due to their staffing constraints. The Evaluation Committee recommends the award of eleven (11) contracts. The services under these contracts are ratified for services rendered and a start date of May 1, 2026. Travis County Sheriff's Office is requesting Commissioners Court approval of a one-time purchase for Millennium PACS, which is a specialized security retrofit designed to enhance the integrity of food and cuff ports within high-risk detention environments. The system incorporates a patented dual-locking and ratcheted control mechanism that allows staff to safely manage inmate movement, significantly reducing the risk of uncontrolled contact. The port of a cell door is one of the most vulnerable points of contact in a correctional setting, where staff are at increased risk of assault or injury during routine interactions. Texas Local Government Code §262.024(a)(2) provides a discretionary exemption for an item necessary to preserve or protect the public health or safety of the residents of the county. Based on the operational necessity and the direct impact on staff and inmate safety, TCSO respectfully requests exemption for the purchase of the Millennium Patented Access Control System (PACS) in the amount of $101,505.00.

This contract will provide Travis County departments with outsourced printing services for projects that exceed the internal Travis County Print Shop's capacity, specifically due to equipment limitations, specialized paper requirements, or large-scale production needs. On February 20, 2026, IFB No. 142-PH was released via BidNet, and opened on March 27, 2026. A total of fifty (50) vendors viewed the solicitation and three (3) bids were received. Technology and Operations recommends award to the lowest bidder, DES Financial Services dba Extreme Business Services. This contract is anticipated to exceed $50,000 over the life of the contract. As directed by the Court on July 15, 2025, HHS has begun drafting a long-term implementation plan outlining the strategic priorities, goals, and objectives that will guide the investment of the Raising Travis County Child Care and Out of School Time Fund. The plan will include key deadlines, deliverables, and measurable outcomes. HHS staff and consultant Cathy McHorse will provide a status update on the plan and outline next steps and the timeline for its completion.

This contract will provide commercial kitchen maintenance and repair services for Travis County Juvenile Probation Department. On February 4, 2026, IFB No. 154-PE was released via BidNet, and opened on February 27, 2026. A total of nineteen (19) vendors viewed the IFB, and one (1) bid was received. Juvenile Probation recommends award to the sole responsive bidder, 512 Refrigeration Services, LLC dba 512 Refrigeration Services. The Purchasing Office reached out to vendors who viewed the solicitation, but did not submit a bid, to find out why they chose not to participate. Reasons for non-response included not providing these specific services or not being unable to perform work due to existing project workload. The developer of the Santa Barbara Catholic Church Parking Expansion site plan, TNR permit #25-51227, has posted cash fiscal security with Travis County TNR, in the amount of $91,820.00, for environmental site stabilization and restoration controls.The standard Travis County Cash Security Agreement is required for the developer to use cash as fiscal security for the project.

The Cardinal Hills Estates (R.O.W.) Street Improvements is a project to improve roads deemed unacceptable to utilize that are located in the Cardinal Hills Estates Subdivision in Precinct 3. These roads include: Lawrence Drive, Sutton Drive, and Lariat Trail. This project is also a part of the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program. Modification No. 2 increases Work Products 1, 2, and 3, in the amount of $97,823.27; and increases the contract total from $304,161.78 to $401,985.05. This modification is for additional services for two offsite drainage and sidewalk improvements, including quality assurance and quality control review, drainage report calculations, and the preparation of record drawings. This modification also adds 70 calendar days to Work Product 1. On October 21, 2025, Contract No. 4400008124 was awarded by Commissioners Court in the amount of $287,070.35.

The Rhodes Subdivision was approved by the Commissioners Court on August 16, 1989, which is recorded in Volume 88, Page 255 of the Plat Records of Travis County, Texas. This plat consists of one (1) lot on 22.47 acres off FM 812. Water is provided by the City of Austin and wastewater provided by On-Site Septic Facilities (OSSF). The land will be replatted as part of the Wong Tract subdivision, which is currently in review. The plat is located in the City of Austin's two-mile Extra Territorial Jurisdiction.

As per LGC 262, the officer in charge of opening bids shall present them to the Commissioner Court in session. See attached summary of Bid(s) available for inspection. Opened bids are subject to disclosure under Chapter 552 of the Government Code.

On November 5, 2024, Travis County voters approved a 2.5 cent tax rate increase per $100 valuation to increase access to affordable and high-quality child care and afterschool/summer programming and related services for low-income families and develop and administer related workforce and economic development programs. On May 20, 2025, the Commissioners Court approved the Health and Human Services (HHS) Department to proceed with the short-term investment plan for the Voter Approved Child Care and Out of School Time Fund. The plan will 1) expand the number of child care and out of school time scholarships funded through Workforce Solutions; 2) expand existing contracts and services for HHS Early Childhood and Youth Development contracts that meet criteria; 3) negotiate Interlocal Agreements (ILAs) with School Districts with high number or percentage of economically disadvantaged students for child care and/or afterschool and summer services; 4) consider City of Austin interlocal agreements that could be used to expand childcare and afterschool care with providers; and 5) consider any mechanism to provide gap funding to make providers whole given the true cost of child care. Short-term investments are intended to expand services as early as possible, address community needs, and fund child care and out of school time services while HHS is working to procure long-term investments. This agenda item relates to category 3 of the short-term investment plan.

HHS staff is recommending approval of modification 1 to Contract No. 4600000850 with Fair Shot Texas. The modification will replace Attachment A (work statement). The contract is funded from Travis County Local Fiscal Recovery Funds (“LFRF”) for pandemic response approved by Travis County Commissioners Court on April 20, 2023.

A new Corporations Managing Director started in April 2026. The item allows the Board to appoint James B. May as the Corporations Managing Director and authorize him to represent the Corporations. The resolution is necessary to demonstrate to banks and other entities Mr. May's authority to represent and/or sign documents on behalf of the Corporations. Additional resolutions or Board actions may be needed to add him to specific pool or bank accounts as required by each individual institution.

The mission of the Travis County Children’s Protective Services Board (CPS) is to provide financial support for the special needs of children in the care of the Texas Department of Family and Protective Services, to educate the community about child abuse and neglect issues, and to support and provide a liaison between Travis County Child Protective Service workers and the public by increasing the community’s awareness of child welfare program policies and needs. The board is statutorily mandated to provide coordinated state and local public welfare services for children and their families and for the coordinated use of federal, state, and local funds for these services. On March 3, 2015, the CPS Board was added to the list of boards and commissions subject to the Court’s Uniform Appointment Policy. Previously, members of the Commissioners Court appointed three members each to the 13-person board. Terms are for three years, and there is no limitation on the number of terms a member can serve. Currently, the board has three vacancies.

Ichor Systems, Inc. (Ichor) is requesting approval from US Customs and Border Protection (CBP) to activate a Foreign Trade Zone (FTZ) site in Travis County. Tariffs on goods located in an FTZ are delayed until they enter US commerce, which allows companies the opportunity to defer and, in some instances, reduce or eliminate customs duties. As a part of the application process to activate an FTZ site, CBP requires a “Letter of Non-Objection” (Letter) from the top local taxing entities for the site, including Travis County, the City of Round Rock and Round Rock Independent School District. Ichor is a global producer of advanced manufacturing and engineering systems that support the semiconductor industry. Ichor’s operations are located in leased facilities at 200 Parker Drive (Precinct 1) and 3800 Quick Hill Road (Precinct 1). It has approximately 30 employees in Travis County. The appraised value of the Company’s inventory is approximately $11.1 million, of which approximately 99% is already exempted through the Freeport Exemption. Currently, there are four activated FTZ sites, with applications for seven additional sites in process. The approximate taxable valuation exempted for sites that are activated or in process was approximately $44.4 million in 2025. Ichor would add two active FTZ sites in Travis County if the request is ultimately approved by the CBP. Activation of the sites would result in an estimated $100 impact to Travis County in 2026. However, Ichor has agreed to enter into a Payment In Lieu of Taxes (PILOT) with Travis County to offset the estimated revenue from FTZ activation. Ichor has business personal property holdings in Travis County with valuations of $2.7 million in 2025, which would continue as taxable valuation. Ichor has finalized the agreements with Round Rock ISD and the City of Round Rock. Williamson County is considering an item on this matter in May as well.

Under the provisions of Title 1 of the Housing and Community Development Act of 1974 (42 USC 5301), the Federal government through the U.S. Department of Housing and Urban Development (HUD) sponsors a program that provides Community Development Block Grants (CDBG) to cities and counties. This program aims to develop viable urban communities by providing decent housing and a suitable living environment and by expanding economic opportunities for low and moderate-income persons. Travis County administers the CDBG program to fund eligible activities within its service area, including housing-related improvements. In addition to the existing Home Rehabilitation Program, the CDBG Septic System Rehabilitation Program is being developed to assist eligible households with the repair or replacement of failing septic systems. The homeowner agreement establishes the roles and responsibilities of the County, contractor, and homeowner for program implementation. The agreement was developed with the assistance of the County Attorney’s Office and is modeled after prior program documents used during the previous septic system program (2017–2019), with updates to reflect current program requirements. Approval of this agreement will allow staff to proceed with program implementation.
