Use Ordinance (SUP) 2018-026 on 67 acres located at 1622 Greig Drive on MCAD Parcel ID #403899 (O’CAMPO C Acres 68.992). The council discussed the SUP and what brought this back to the council. Councilmember Rogers inquired as to why certain items related to the SUP had not been addressed. Mr. Lemin explained that the matter was due to staff turnover and related circumstances. Councilmember Rogers also questioned the attendance of the Planning and Zoning Commission; Mr. Harrell confirmed that there were no issues with attendance. Mr. Harrell further noted that the conditions became evident during the Certificate of Occupancy process with the new owners. Mayor May inquired whether a time limit has been established. Staff indicated that they are working with the new owners regarding the recommended conditions and that the timeframe for completion rests with the owners in order to make the solar farm operational. Councilmember Rogers asked about the possibility of establishing time constraints for this specific SUP. Mr. Harell deferred this question to the public hearing. Mayor May also requested confirmation that all councilmembers had reviewed the RVFD Fire Chief’s comments. All present councilmembers confirmed. NO ACTION WAS TAKEN DURING THIS DISCUSSION. Mayor May invited Robinson Police Chief Larry Adams forward to provide a brief update regarding a draft Animal Control policy, referencing concerns raised during Citizen Comments at the April 7, 2026, City Council Meeting. Chief Adams stated that after-hours communication had been identified as a primary concern and noted that no formal policy Regular City Council Workshop and Meeting Minutes April 21, 2026 Page 2 of 5 previously existed. The proposed policy includes procedures for after-hours response by Animal Control Officers, as well as guidelines for the chemical immobilization of animals. Police Chief Adams further explained that Animal Control Officers may communicate through the City’s official channels, including coordination with the referenced non- profit’s social media platform, as discussed at the April 7th meeting. Discussion also included the distinction between dispatched and non-dispatched calls, noting that related procedures are addressed within the policy. Additionally, the 72-hour animal hold period was reviewed. It was noted that the City of Robinson does not maintain an animal holding facility; therefore, all animals will be transported to the appropriate animal shelter. Mr. Lemin stated that once the draft policy is finalized, it will be brought back before the Council for consideration and action. Councilmembers viewed a social media video introducing the current Animal Control Officer, including information on services, suggestions, and contact methods. Police Chief Adams also reported that the Trap-Neuter-Return (TNR) program is operating effectively. WORKSHOP ADJOURNMENT – 6:25 PM REGULAR MEETING – 6:30 PM OPENING ITEMS

Mayor May opened the public hearing at 6:35 PM David Harrell, Planning and Development Director, presented this item. He stated this request is to modify conditions associated with an existing SUP; this recommendation/consideration only affects those conditions that are being modified with this Ordinance. This does not affect conditions not being changed or the use itself. The solar farm usage within the Agricultural (AG) District is regarded as a use by permission, of which that permission is granted through the Specific Use Permit process. In 2018, an SUP was granted for the solar farm. With that granting there were conditions that were placed as part of the approval. In 2025 there was a condition which requires the reissuance of a new Certificate of Occupancy (C/O) for the site. Many of these conditions were carried out at that time, however there were several that were not carried out or that need to be modified to reflect changes. In particular, the following: A six (6) foot tall wood fence was required around the perimeter of the site and forty-five (45) feet from existing property lines at Greig Dr. This was never completed for the site and a chain link fence exists in its place. A fire hydrant was required at/near the entrance to Greig Dr. A hydrant is in the area and within six hundred (600) feet of the entrance This was never completed for the site, but there is a hydrant within the six hundred (600) foot area of the entrance. The drive approach, the first one hundred (100) feet of driveway, and the turn around facility in the solar farm are supposed to be paved. This has been completed, with the exception of the turnaround facility. This facility is actually gravel. In review of the SUP request, Staff included the input of the City Volunteer Fire Dept. and our third-party fire representative. They believe the following regarding the current conditions: They believe that the wooden fence would increase the fuel load for any fire. The two (2) existing hydrants on Greig Dr., both within five hundred (500) feet of the site entrance, adequately meet the operational needs for this location. The present gravel roadway has been used multiple times with responding apparatus and has been confirmed to be adequate for emergency response and fire suppression operations. Therefore, they have no objection to the revision of the conditions. However, the VFD has responded to at least three (3) fires at the premises during 2025. One (1) situation where mutual assistance was needed to put out the fire. Upon review of the site, it was determined that the weather heads are being damaged during mowing, creating Regular City Council Workshop and Meeting Minutes April 21, 2026 Page 4 of 5 sparks, and setting surrounding grass on fire. This represents an undesirable and hazardous condition that needs to be addressed with this modification. The weather heads are the point where the wiring goes from the solar panels, through it, and into the ground. Either raising these weather heads from the ground or placement of non-combustible material around it would resolve the issue. Any modification to conditions should address this issue through another condition. Staff does not have issues or concerns with the request, provided the following conditions are added to Exhibit B of the proposed Ordinance: Areas where the weather heads are located must be raised up further out of the grass or materials placed to cover the grass around these weather heads to reduce the risk of fire. These shall be complete to the satisfaction of the City. This shall be maintained for life. At their April 7, 2026 meeting, the Planning and Zoning Commission recommended approval (4-0), with the following conditions: Areas where the weather heads are located must be raised up further out of the grass or materials placed to cover the grass around these weather heads to reduce the risk of fire. These shall be complete to the satisfaction of the City. This shall be maintained for life. Mayor May closed the public hearing at 6:50 PM The applicant and representative were in attendance and provided a presentation to the Council and agree with the conditions recommended by the Planning and Zoning Commission and City Staff. Councilmember Rogers made a motion to enact Ordinance 2026-007 and Ordinance modifying some conditions on existing Specific Use Ordinance 2018-026 on 67 acres located at 1633 Greig Drive on MCAD Parcel ID#403899 (O’CAMPO C Acres 68.992), with the following condition recommended by the Planning and Zoning Commission is followed: the areas where the weather heads are located must be raised up further out of the grass or materials placed to cover the grass around these weather heads to reduce the risk of fire. These shall be complete to the satisfaction of the City. This shall be maintained for life. Councilmember Burch seconded the motion. The motion passed unanimously, 5-0.
