WEBSTER, TX 77598 Dear Chief Peter Bacon, We're excited to present the BRINC MSI Takeoff Program, built in partnership between BRINC and Motorola Solutions to give every public safety agency access to a reliable, cost-effective, and purpose-built air program. Too often, agencies are forced to choose between expensive aviation solutions or tools not designed for the realities of public safety work. The Takeoff Program changes that. Together with BRINC, we're making it simple for agencies to stand up Drone as First Responder (DFR) programs that: • Fit within real budgets with the first year at no cost • Rely on technology built for first responders, not adapted from consumer or inspection hardware • Integrate directly into existing Motorola systems like Command Central Software, radios and ALPR • Include full training and support so teams are mission-ready from day one We believe every community deserves the benefits of a DFR program---safer officers, lower response times, and better outcomes for the public. The Takeoff Program helps make that possible for every agency ready to deploy an air program. We are confident that Motorola Solutions' ongoing commitment to safety, innovation, and mission-critical performance, combined with BRINC's cutting-edge drone technology, will deliver significant value to your operations. This offer is subject to the attached Products Agreement and TAKEOFF Program Addendum, and expires 60 days from the date of this letter.

CITY COUNCIL MEETING DATE: April 21, 2026 AGENDA ITEM: Consideration/Action to adopt an ordinance in which the caption reads: AN ORDINANCE OF WEBSTER, TEXAS, ALTERING THE PRIMA FACIE SPEED LIMIT ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF § 545.356, TEXAS TRANSPORTATION CODE, ALONG WATER STREET, FROM EAST NASA PARKWAY TO RIVERSTONE DRIVE, A DISTANCE OF APPROXIMATELY 3,400 FEET, THE SPEED LIMIT SHALL BE 35 MPH; AND ALONG MARINA VIEW DRIVE FROM LANDOLT STREET, APPROXIMATELY 2,700 FEET, THE SPEED LIMIT SHALL BE 30 MPH; ENGINEERING INVESTIGATION, UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF, WITHIN THE CORPORATE LIMITS OF THE CITY OF WEBSTER, AS SET FORTH IN THIS ORDINANCE; AUTHORIZING THE POSTING OF PROPER SIGNS; REPEALING CONFLICTING ORDINANCES, CONTAINING A SAVINGS CLAUSE; PRESCRIBING A PENALTY FOR EACH VIOLATION THEREOF; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. This is the FIRST of TWO readings. PURPOSE STATEMENT: The purpose of this item is to revise the speed limit on Water Street from East NASA Parkway to Riverstone Drive and Marina View Drive from Water Street to Landolt Street. SUMMARY/BACKGROUND (WHY): In January 2026, the City’s contracted engineering firm, Huitt-Zollars, conducted a speed study in Edgewater along Water Street and Marina View Drive. In consideration of 85th percentile operating speeds, functional classification, sight distance and adjacent land use Huitt-Zollars recommends that the posted speed limit on Water Street from East NASA Parkway to Riverstone Drive be revised from 30 mph to 35 mph. Additionally, it is recommended that the posted speed limit on Marina View Drive be revised from 20 mph to 30 mph. Upon passing this ordinance, additional traffic signs shall be posted for awareness. The study indicated that speed limits remain unchanged, at 30 mph, on Water Street from Riverstone Drive to the roundabout and from the roundabout to Rita Blanca Drive. The roundabout speed limit of 20 mph should also remain unchanged.
