Environmental Conservation Commission — Flower Mound

This item provides the Environmental Conservation Commission (ECC) the opportunity to continue the evaluation of the Town’s tree preservation regulations. The ECC has been discussing this topic across multiple meetings: Item (J.1) on December 3, 2024, Item (I.1) on May 6, 2025, Item (I.1) on August 5, 2025, Item (I.1) on October 7, 2025, and Item (H.1) at the April 7, 2026, regular meeting of the ECC. The ECC’s review of Ch. 94 “Trees” included the following: • Reviewed current tree preservation rules • Reviewed approved tree surveys for a variety of development projects and associated mitigation requirements • Reviewed approved mitigation tree species • Considered lowering the minimum specimen size for post oaks and other protected tree species • Discussed shifting focus toward replanting incentives instead of lowering specimen sizes at the April 7, 2026, ECC meeting • Explored ways to encourage and/or require the planting and preservation of post oak trees as part of the development process At the April 7, 2026, regular meeting, the ECC planned for further discussion on evaluating and refining incentives for planting post oak trees.

This work session item provides the Environmental Conservation Commission (ECC) an opportunity to discuss proposed objectives and initiatives for 2026-2027 and discuss which items to present to Town Council at the May 21, 2026, joint work session. The ECC may also provide a brief annual review of the Commission's 2025-2026 accomplishments to Town Council at the May 21, 2026, joint work session to meet the annual reporting objective. At the 2025 joint work session with the Town Council, the ECC highlighted the following accomplishments for 2025 and initiatives for 2025/2026: Accomplishments: Provided recommendations on the Green Waste Pilot Program Provided recommendations on public tree planting initiatives Discussed and promoted the Acorns to Oaks program Recognized multiple trees through the annual Tree Recognition Program Completed reviews/recommendations on 11 development projects Initiatives: Review and promote opportunities to preserve and promote tree preservation Continue to promote green waste recycling opportunities Evaluate the "Bird City Texas" application and certification process Continue to promote the "Certified Wildlife Habitat" program
